This plan provides a long-term, evidence-based policy framework as part of the Council of Australian Governments' approach to Closing the gap in Indigenous disadvantage. The Australian Government worked in partnership with Aboriginal and Torres Strait Islander people, Aboriginal and Torres Strait Islander community groups, and peak bodies to produce the plan.

The plan builds on the United nations declaration on the rights of Indigenous peoples, with a focus on:

  • policies and programs to improve Indigenous health
  • social and emotional wellbeing
  • resilience
  • promoting healthy behaviours
  • the centrality of culture for health and wellbeing
  • the right of people to be safe and empowered.

National Aboriginal and Torres Strait Islander suicide prevention strategy.

This national strategy seeks to address the high rate of suicide within Aboriginal and Torres Strait Islander communities, which is reported to be twice that of non-Indigenous Australians. Using a holistic early intervention approach, this strategy will focus on working with Aboriginal and Torres Strait Islander peoples to build strong communities in an effort to reduce the cause, prevalence, and impact of suicide on individuals, families, and communities. Guiding the implementation of this strategy are six goals, which will be achieved through six action areas. To achieve its overriding objective, this strategy will see increased investment for suicide prevention activities that are culturally specific to Aboriginal and Torres Strait Islander peoples and their communities.

The National drug strategy 2010-2015 is a framework for action on alcohol, tobacco and other drugs.

The aim of the National drug strategy 2010-2015 is to build safe and healthy communities by minimising alcohol, tobacco and other drug-related health, social and economic harms among individuals, families and communities.

The National drug strategy 2010-2015 is divided into three parts:

  • Part 1 provides background and explains the conceptual framework of the strategy
  • Part 2 details specific objectives and suggested actions under each pillar
  • Part 3 discusses the supporting approaches of workforce, evidence, performance monitoring and governance.

National strategic framework for Aboriginal and Torres Strait Islander health: framework for action by governments.

The National strategic framework builds on the National Aboriginal health strategy (1989) (view Framework and Strategy documents). It draws together nationally agreed strategies to address specific health problems, state and territory policies and plans and the national collaborative policy and planning frameworks within which Aboriginal and Torres Strait Islander health programs are managed.

The report details nine principles on which the National Strategic Framework is based and describes three central desired outcomes:

  • towards a more effective and responsive health system
  • influencing the health impacts of the non-health sector
  • providing the infrastructure to improve health status.

The conclusion describes the implementation and evaluation plans and identifies the responsible organisations.
